New charges have been filed against a registered sex offender from Cayuga County stemming from an investigation into his arrest.
In July, Kevin VanNorstrand was arrested for allegedly contacting two underage teens and requesting they send him nude photos. An analysis of all of his electronics by the State Police Crime Lab allegedly turned up a video of a child engaging in sexual conduct. The Conquest man is now charged with felony possession of a sexual performance by a child.
VanNorstrand remains jailed.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
