Kagia Tapped to Lead Office of Cannabis Management

Governor Kathy Hochul has appointed John Kagia as Acting Executive Director of the Office of Cannabis Management (OCM). Kagia will serve in the role until confirmed by the New York State Senate.

“John Kagia holds several years of experience in both the public and private sectors and will be able to lead the OCM efficiently, while delivering for New Yorkers across the state,” Governor Hochul said. “He embodies what it means to serve others, and I am confident he will continue to use his talents to uplift our multibillion-dollar, equitable cannabis industry.”

Kagia, who previously served as OCM’s Director of Policy, led policy development for medical, adult-use, and cannabinoid hemp programs and managed research initiatives for the state’s cannabis market. Since entering the industry in 2014, he has been recognized for pioneering market research on global cannabis trends, investment, supply chains, product innovation, and consumer behavior.

“I am honored to lead this program at this pivotal moment for our cannabis industry,” Kagia said. “New York has built one of the most equitable, innovative, and opportunity-rich cannabis markets in the world, and I look forward to working with the Governor, OCM staff, and stakeholders to continue growing the industry.”

Before joining OCM, Kagia spent a decade providing strategic research and intelligence to organizations across federal government, technology, and nonprofit sectors, helping guide decision-making and policy in emerging markets.
