A 19-year-old from Elmira is facing criminal charges after allegedly attacking another person with a hammer.
According to Elmira Police, Jacob Bulkley hit the victim a number of times in the head at a home on Magee Street. Bulkley was charged with assault and endangering the welfare of a child.
The victim was taken to a local hospital with what police are calling non-life-threatening injuries.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
