A four-year-old Tioga County girl was struck and killed by a car as she was riding her tricycle.
Joanna VanOstrand was riding her tricycle in her Old Barton Road driveway when she entered the road directly in the path of a car. The driver, 77-year-old Gloria Phillips, of Barton, was unable to avoid hitting the tricycle. VanOstrand was pronounced dead at the scene.
State Police are continuing to investigate the Tuesday afternoon incident.
