On Sunday, deputies from the Cayuga County Sheriff’s Office arrested a Rochester man following a traffic stop and physical altercation in the Town of Sterling.

At approximately 4:39 P.M., a deputy patrolling the area of State Route 104 and Fintches Corners Road observed a red Dodge Ram traveling 62 mph in a 40 mph zone. The vehicle pulled into a convenience store parking lot, where the driver exited the truck and entered the store.

The deputy located the operator inside and requested that he step outside to complete the traffic stop. Once outside, the individual allegedly refused to provide identification or vehicle registration and began to argue before walking away from the deputy. When the officer attempted to gain control of the man, he reportedly pulled away and became aggressive. After a brief struggle, the operator was taken into custody and identified as Richard Graff Jr.

The 44-year-old was charged with Resisting Arrest, Obstructing Governmental Administration in the Second Degree, Aggravated Unlicensed Operation in the Third Degree, Speed in Zone, and Operating a Motor Vehicle Without an Inspection Certificate. Graff was processed and issued appearance tickets for Sterling Town Court on March 11.
