A Montour Falls man is facing charges in Chemung County.
Ryan Penner was arrested on Monday for harassment, a violation, following a disturbance in the town of Veteran.
The 37-year-old Penner was released on an appearance ticket for Veteran Town Court.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
