A Beaver Dams man is facing felony charges in Steuben County.
Thomas Winters is accused of intentionally choking another person, which resulted in an injury. The 28-year-old Schuyler County man is also accused of intentionally injuring another person.
Winters was charged with strangulation, a felony, and assault.
